I do not know exactly what RFC 1738 says, but you should investigate the
use of lexer states (Thesis chapter 4.4 on
http://www.sable.mcgill.ca/sablecc/)

The use of lexer states is often appropriate when you want to match the
same sequence of characters differently, depending on the context.
