[Soot-list] upcoming Soot release

Hi all.

I am planning to put out a new Soot release by the end of next week.
As mentioned before, this will be THE LAST PRE-JAVA-5 RELEASE.

As part of the release process, I am hereby asking all Soot
contributors to make sure they submit and tidy up their code by middle
of next week, i.e. April 2nd.

Also, please update the CHANGES file accordingly and make sure that
new phase options and/or command line options are properly documented.
In case of questions, let me know.
