[Soot-list] Running body packs before whole program packs?

Hi all,

Is it possible to run the body packs before whole program packs? I ask
because I need to run a little jimple pre-processor that inserts empty else
blocks (with a nop) before my SceneTransformer runs. Looking at the code,
the whole program packs are run before the body packs. Would it be safe to
run the body packs first?
