[Soot-list] AnnotationGenerator class

Eric (and others),

Here's my wrapper for adding annotations to hosts.  It isn't  
bulletproof (that is, it does no special error checking), but works so  
far in my tests.  Feel free to repackage this and incorporate it into  
soot if it's generally useful, and thanks again for adding annotation  
support to soot!
