[Soot-list] patch to fix incorrect reading of local names

Hello,

This is a patch to fix the bug reported on the mailing list [1] where
local names are incorrectly read. A test case for this bug can be
found here [2]. I wasn't able to run the clara tests yet due to an out
of memory exception with javac. I tried increasing the max memory to
10gig on a machine with 26gig but it still crashed at 4.7 gig usage. I
will look into this next week when I have time.
