[Soot-list] Is this a bug?

I try the nightly build version of soot and find that soot cannot find the class to be analyzed.
But soot2.5.0 works well.

In soot2.5.0, soot.Scene.defaultClassPath(), the second line is:

sb.append(System.getProperty("java.class.path")+File.pathSeparator); 

But the nightly build version does not has this line.

Is this a bug, or just a different design?
