[abc] release todo on wiki

Ganesh, Ondrej and I were discussing the TO DO for release which
I really hope can be done by October 5th, for CASCON ....

Based on our discussion, I started the wiki page,

Please add the minimal things we need for a release there. We
could also make a similar list for abc 1.1, which could have
a more ambitious list (and could be part of the documentation for 1.0 -
warning users of what might change).
