It's extremely useful to users of not just abc. More people will
cite it as "the grammar of AspectJ" than as documentation of abc's
scanner/parser. It's more valuable than most technical reports out
there. I think it definitely deserves to be a tech report. We should fix [*]
the current version, give it a tech report number, and if we update
it later, just give the updated version a new number. It's not like tech
report numbers are a scarce commodity.
