[abc] does anyone know what this means

I found the following in the commented out part of "other opts"

The second category of optimisation
relates to avoiding boxing in woven code in all places where the boxed
object does not need to be exposed to the programmer.

Does anyone recognize this? Did Heffalump do something here?
Where should I look?
