[Soot-list] Soot-like tool for C# instead of Java

IKVM is an open source JVM for .NET... meaning that it translates Java
bytecode to CIL.  Doesn't go the other way around, though.  Still, looking
at their code might give some insights as to whether the other direction is
possible.
