[abc] release, finally?

Hi all

Now that the ECOOP paper is out of the way (unless anyone feels like
taking advantage of the extension..), I suggest we get the release done.
Please let me know if you have an objection to me doing it this evening,
UK time, using the material I've emailed about before with the amendments
I've received.
