For Soot, we had a dedicated soot-bugs list, and I would suggest doing
the same for abc. That way, it would be possible for someone to be on
the bugs list and not the normal list, or vice-versa. For now, the lists
will likely have the same membership, but we may want to change it in
the future (eg. some of us may get real jobs and not care about the bugs
anymore, or some of our users may want to be notified of bugs but not
be on the abc@ list). Also, it would avoid publicizing the abc@ address
(which I thought we were going to keep secret).

But, in general, I think having the default owner of new bugs be a list
is a great idea.
